While festivalgoers prepare their wardrobes and camping supplies in the week leading up to Coachella, organizers will be working to roll out measures to make the music festival safer with a new anti-assault and anti-harassment policy. Producer Goldenvoice's Every One campaign mandates no tolerance of any form of sexual, physical or verbal assault or harassment at both Coachella and its Stagecoach country music festival.

For the first time, trained ambassadors will be stationed throughout the festival grounds to offer assistance to victims of assault or harassment, and marketing materials will be posted to educate festivalgoers on available resources and rules.

The initiative comes after criticism during last year's festivals — which brought approximately 1 million people into the Coachella Valley — regarding reports of rape and sexual harassment, including unwanted groping. One Teen Vogue writer interviewed 54 women out of thefestivalgoers who attended the first weekend of Coachella; all said they had been sexually harassed at the event.

While there's no known scientifically sound collection of harassment data at the music festivals, Indio Police Department the lead investigative agency for crimes at Coachella and Stagecoach said it investigated one rape report — in addition to two groping incidents — on festival grounds last year.

That single report of rape was investigated and ultimately determined to be unfounded, according to Indio police spokesman Ben Guitron. The Desert Sun obtained information about reported rapes, defined as any forceful non-consensual sexual penetration, through a review of patient charts by Katie Pelland, lead forensic nurse and program coordinator for the Sexual Assault Forensic Examiner SAFE team.

The team is based out of the Eisenhower Health medical center in Rancho Mirage — less than 20 miles from the Empire Polo Club where the festivals are held — and is responsible for every rape kit done in the Coachella Valley. Over the course of the three festival weekends last April, seven people reported being raped at festival campgrounds, or at short-term rentals or private residences nearby, according to SAFE team data. It could partially be attributed to incidents occurring outside Indio city limits; a short-term rental in a different city, for example, would be outside of the jurisdiction of the Indio Police Department.

With the music festival season fast Wife want hot sex Stagecoach and Goldenvoice taking steps to enact its anti-assault and anti-harassment policy, local hospitals and law enforcement officials still can't for the gap in reporting. Pelland said three out of four rapes typically go unreported, so the actual count could be much higher. Guitron said the Indio Police Department takes every reported crime seriously, regardless Wife want hot sex Stagecoach if it occurs on or off festival grounds, and investigates each one. It's challenging to compare the seven reported rapes over three weekends to other music festivals, as most organizers don't collect or publish reported rape data related to their events.

However, the former Bravalla music festival in Sweden, which had about 50, people in attendance, canceled its event after police confirmed one rape report during the three-day festival inaccording to BBC. Police received five reports of rape at the Bravalla festival in In general, music festival organizers are just now getting to a point where they are taking sexual assault seriously enough to do the research and keep track of incidents, said Maggie Arthur, campaign coordinator for OurMusicMyBody, a rape victim's advocacy group based in Chicago that specializes in harassment at concerts and music festivals.

From Pelland's review of patient charts, two elements are common in the festival-related rape reports: drug and alcohol use, and festival campgrounds as a site where multiple incidents were reported. Pelland noted that in one case, the perpetrator consumed an excess of alcohol; in another case, a victim reported being raped after using drugs and alcohol. Regardless of whether a victim consumed alcohol or drugs, the assault is never their fault, said Palumbo of the National Sexual Violence Resource Center. Or perhaps the perpetrator is the one under the influence and that last shot is the added shot of courage, or they feel it is an excuse for their behavior and feel entitled to do something they might not do if they weren't drinking.

Perpetrators might think they are more likely to get away with the assault if someone is under the influence because the survivor may not remember what happened, Palumbo added. We're continuing our reporting on sexual misconduct in the Coachella Valley. Do you have a story to share?

No drugs or drug paraphernalia, including cannabis and cannabis products, are allowed in the festivals, according to Goldenvoice rules. While Goldenvoice does not have a published alcohol service policy, the California Department of Alcohol Beverage Control states that it is a misdemeanor for someone to sell alcohol to any "obviously intoxicated person.

Goldenvoice declined to answer questions regarding the reported rapes during last year's festivals or its festival alcohol service policy. The SAFE team comprises three forensic nurses who are responsible for performing forensic exams of sexual assault patients, which includes collecting evidence for rape kits, at every hospital from Banning to Blythe — roughly a 6,square-mile area in Southern California. The staff has practicing rights at every hospital, even outside of the Eisenhower Health network; no other provider takes on this responsibility.

The total of rape kits performed in April — 18 — was close to the monthly average for the last two years. But in andApril saw a higher of exams than usual. Pelland says the music festivals put pressure on her already understaffed team because demand is more concentrated in those three weekends as opposed to spread throughout the month. Each forensic exam takes about four to six hours to complete, with only one forensic exam room at Eisenhower Health medical center.

The high-volume days are typically the Monday after the festival, Pelland said, Wife want hot sex Stagecoach survivors "start realizing that maybe something wasn't right, and they want to know what happened. At times during the Coachella Valley's music festival season, there have been up to three victims in the single forensic exam room, a private room located near the emergency room at Eisenhower Health, Pelland said. When multiple patients are waiting, the nurses are forced to perform exams in the general emergency room, where there is less privacy for the procedure.

Pelland doubles her staff during the festivals to for this. We are the only ones in the valley doing the forensic exams. Pelland was unable to pinpoint what caused spikes in demand for certain months, such as May and Octoberand not others. Again, the discrepancy between the hospitals' seven reported festival-related rapes and Indio police's single case could partially be attributed to incidents occurring outside the city.

Pelland declined to provide the specific locations of the short-term rentals where reported festival-related rapes occurred in Aprilbut said she was in contact with police for each of the seven cases.

Palm Springs Police, Desert Hot Springs Police and Cathedral City Police said their departments' crime statistics do not reflect whether an incident is related to the festivals. Similar inquiries to other Coachella Valley police agencies were not immediately returned. Coachella Valley law enforcement agencies reported 16 rapes last April, tying January as the most reported rapes in a month for While monthly counts have remained similar over the years, the 16 reported rapes in April were the most of any April going back to Clear and detailed communication between the SAFE team and local police is essential for each to do their job.

If a victim calls the police first, "on-scene detectives and patrol are dispatched to every report," said Indio police detective Jason Paladino. Eisenhower is very professional but they are not a law enforcement agency. If the victim shows up at the hospital first, nurses, who are mandated reporters, will call the appropriate police department depending on where the reported rape occurred. Pelland said she takes victims at their word because it is her job to support them through the emotional process of the exam.

Most victims who seek medical attention choose to report, Pelland said.

Typically, she added, only one or two victims a year who receive a forensic medical exam choose not to talk to police. Moving forward, Pelland plans to track the of festival-related rape reports in order to better understand the scope of these incidences in April. To find the of forensic exams performed in relation to the festivals, Pelland read through every patient chart. Guitron is confident the Indio police department has a handle on the crime these music festivals bring to his jurisdiction.

Indio police have a safety operations plan for this year's festivals but would not share it for review because it is confidential. Guitron said the department deploys both uniformed and plainclothes officers to the festival grounds during the events. They also increase their force with officers from every other law enforcement agency in Coachella Valley, to ensure they have enough staff to cover crimes occurring both on and off festival grounds.

Indio police work in tandem with Goldenvoice, Guitron said, to ensure the law is enforced and guests are safe. Anyone found to be violating the Every One anti-assault and anti-harassment policy will be immediately removed from the festival grounds and law enforcement may be notified, according to the festival website. Festival organizers also announced that trained ambassadors will be stationed throughout the festival grounds to facilitate access to services for anyone in distress. Every One tents, both on festival grounds and in camping areas, will be staffed with trained counselors for anyone who needs support.

Festivalgoers can report misconduct at kiosks throughout the festival. Goldenvoice declined to provide additional information about the Every One program, including what the ambassadors will be trained to do, how the festival staff Wife want hot sex Stagecoach work with local crisis workers, and how the no-tolerance policy will be enforced. Eisenhower Health offered to provide SAFE team services at the music festivals for free to consult with victims, but Goldenvoice declined their participation, Pelland said. Arthur, of OurMusicMyBody, said Goldenvoice reached out to her organization to seek advice on how to build a no-tolerance policy this year.

She said Goldenvoice plans to have a team of crisis workers in select tents and is conducting staff training on how to recognize and then address harassment. Arthur said she is confident the Every One campaign will be effective. Three of the rapes reported to Eisenhower last year occurred in the campgrounds. Palumbo said festival organizers could consider adding more lighting to certain areas, and placing showers and restrooms in very public areas — essentially identifying isolated areas of the festival and deing those spaces to be more open.

People need to know that is not acceptable, and organizers need to follow through on their policy to remove that person because this is not something we have to accept or tolerate as the norm. Pelland said festivalgoers should travel in pairs to the restrooms or showers, look out for each other, cover their drinks, and know their alcohol consumption limits.
